Silk-screen or offset printing on heat transfers

I am looking for a vendor that will print a design (~10/12 cm, 4 clean colours, i.e., no shading) via silk screening or offset onto heat transfers (which I will then apply to clothing). I also need a relatively small amount at first (50 runs would be good).
The lowest offer I have from a vendor is:
Screen printing: Preparation (films, screens, etc): 1000 NIS
Per page (1/8 sheet): 5 NIS. Minumum 200 sheets.

Offset: Per page (1/4 sheet): 10 NIS. Minimum 300 sheets.

Can you lower or reduce the minimum?
