Looking for an experienced Adwords Expert To Optimize Campaign

we have a site in Los Angeles that is targeting people from Israel who want to rent a car in Los Angeles.
We have created a basic campaign in Adwords Israel.
But so far not much clicks and I know we can optimize it better
I put like 200 keywords in English and like 10 in hebrew
i know we can have more in hebrew
and we need to optimize the campaign
Site needs to stay in English
But I can have a Hebrew side also if you think it can help

We need to generate clicks and users who want to rent a car in Los Angeles

Since there were not many keywords in hebrew we set all in 1 ad group
and like 4 hebrew ads and same English Ads


in our Adwords in US we have created like 200 unique ad group for each keyword.


this can grow to other PPC campaigns we have in US
