Organizational Intranet: A Platform to support several NGO organizations

Brief description
This activity aims at the construction, maintenance and management of a dedicated ORGNIZATIONAL
Intranet that will be used as online resources center for several NGO's to share their knowledge, outputs and communicate their work and the result/impact of their project.

Under my supervision, the provider will ensure:
1. building the web platform, including the forum chat available in 3 languages (English, Arabic, and Hebrew) and (a must!) including a social-feed integrated into the platform (a Facebook-like news feed) that will support all the users in all the organizations so that they can comment on each other's posts, attach documents and links, and react with a "like" button. The feed will automatically update on any uploading of materials, task assignments, etc.

Platform technical requirements
The CMS will be built in Drupal with the Open Atrium Module.
Drupal can be used to create personal weblogs, deliver podcasts, connect online communities via social Facebook-like feeds, form artist collectives or inform the masses.
Open Atrium is an intranet in a box that has group spaces to allow different teams to have their
own conversations. It comes with six features - a blog, a wiki, a calendar, a to-do list, a
shoutbox, and a dashboard to manage it all.

The CMS will support the 3 languages (English, Arabic, and Hebrew) and several editor groups.
The platform will be designed to meet the requirements of an international audience and
provides a full framework to create a multi-lingual website, blog, and content management
system or community application. The site will be multilingual and the visitors may change of
language on the home page. The number of editor groups is unlimited in Drupal. The offer is
based on the definition of 10 groups. Other groups can be defined later on.
The CMS will support users with slower Internet access.
In order to avoid broken links in the portal, the CMS will provide a link management tool that
can validate both internal and external links.

The material provided to the users will allow them easy access via all current web browsers and
mobile devices without requiring special (or proprietary) software. If third party software is
needed, then this will comply with standard open source software conditions and on-line training
on its use will be provided. The platform will be tested for a correct display on the 2 last versions
of all major web browsers (e.g. IE, Firefox, and Safari).

The user interface (design and architecture) will be intuitive and simple to use. The visitor should find the information he/she is searching for with a minimum number of clicks. Therefore, some tools and techniques will be applied:
• Logical structure of the site, content, and menus including homepage structured to guide
the visitor effectively; and explicit and clear navigation bar.
• Possibility to change of language.
• Simple search tool to search and find content, information, images, associated with key
words or expressions.
• Site-map, kind of table of contents of the site, another way to understand the entire site
and search for specific information.

A publishing workflow permits to let the “editors” introduce or modify content, according to
their rights, and submit it to a “publisher” for validation, before publishing it on the website. The
following technical platforms will be used: Wordpress for blogs, phpBB for discussion forums,
Alfresco for Document Sharing and Oracle for the database. The proposal includes blogs and
discussion areas functionalities that can be activated in the platform. Links can also be set to
redirect the user to existing external blogs (in Wordpress) or existing forums (in phpBB). An
Alfresco integration module is also available for Drupal. The website will use a MySQL
database.


Platform content and functionality
The provider will create a name for the website and a visual identity. It will provide Wire-frame
& Graphic mock-up of each page-type before the launch of the website which will be approved
by me. The graphics of the website will be based on an analysis that will be carried
out at the beginning of tender. It will be completely defined by CSS classes. Specific attention
will be paid to the handling of resource material (texts, images, video clips) and their retrieval by
means of simple full text search and advanced search and filter functions. The platform will
contain a "search" engine that allows filtering according to predefined keywords. Drupal comes
with a full text search engine. Images and video clips are searchable via their alternate
description. On the other hand, SEO positioning is also important. With its standard built-in SEO
(Search Engine Optimization) functionality, Drupal permits an excellent search-engines
positioning. Drupal uses Apache's mod_rewrite to enable customizable URLs that are both user
and search engine friendly.

A registration page will be foreseen, allowing users access to interactive services, such as the
online forum or the retrieval of information material. Drupal comes with unlimited number of
access rights. A registration form is foreseen in order to grant access rights to the requesting
visitor. The access rights can be retrieved by “loosed password” functions and can be modified
by the user.

Comments on access rights in the platform: Drupal allows to grant access rights to each content
or content-type of the site, both in terms of content management (administrators, editors of the
site) and in terms of consultation (by type of profiles). The structuring of data in the site permits
to easily assign different rights to similar contents. Thus, it will be possible to define a public
access to the body of the text of an article while the text of another article will be reserved for
visitors with access rights. These different access rights can be defined at the level of an
individual or a group. There is no limit to the number of levels of access or the number of groups
that you create. Every person who identifies on the site receives the rights and privileges of the
groups to which it belongs. Obtaining the identifier and password occurs, either by the website
administrator, either by filling in a form where the visitor is asked to identify themselves and to
give a valid e-mail address. Either the website automatically provides a password either the administrator of the site grants or denies the permission. The authorized visitor receives his or her password by mail.

The user interface will have provisions for RSS feeds
The Tenderer will deal appropriately with data protection issues related to registration and
monitoring of traffic. A privacy statement will be posted on the website subject to my
approval. The provider will also ensure the strictly confidential treatment of personal data, to be
agreed by me.

Other features of the platform will contain the following:
• events calendar related to the most important milestones and events
• registration section
• section available to the NGO's to post their activities and additional information that may be
considered of interest
• information on meetings, workshops, conferences. The system will allow the administrator to publish the agendas and summaries of the events. Where adequate, hyperlinks will be inserted for further content,
or for key-words and sentences
• electronic newsletter with updates
• a photo gallery module from Drupal that will allow to present a broad set of pictures and
videos so it will be possible to upload pictures of the meetings, the workshops and the final
conference
• a media corner on the opening page of the website, through which journalists can access all
the relevant information and communication available


Analytics
• Full integration with Google Analytics.
• Internal system reporting on the following Indicators: AWStat: statistics of the platform (N. downloads and uploads, N. active forums, N. of registered users, etc.)
