Freelance needed for user interface screens

New WPF program, part of existing system.
There is an existing wireframe and use cases, and a graphic designer to work with (Israeli, telaviv area)
program should be written in C# .net 4.6, prism/unity platform.
the freelancer will be required to come one time in the beginning of the project to our site (north israel), to get to know the work environment, and sign NDA.
also two more times in the end for integration.
the code should be built on visual studio 2015 on windows 10 64 bit machine, panel PC with touch screen 21"
freelancer should come ready with his laptop, and connect to TFS 2012 with his code.
the program connects to server over network, the connection is based on WCF
